ESOTU: Locked Chests – Loot Quality Tied to Chest Difficulty

On today’s ESO live broadcast’s “Ask us anything segment”, Zenimax confirmed that there is a relationship of difficulty to quality of loot.  The harder the chest to open, the better the chance of finding better loot!
