The following is a summary of the crafting and housing related changes included in this #ESOTU patch for the PC and Mac.

The Elder Scrolls Online v3.0.1 is the first incremental patch on the PTS. In this patch, we’ve enabled the remaining two game types in Battlegrounds: Capture the Flag and Team Deathmatch. In addition, we’ve also activated some Medals that you can receive by participating in Battlegrounds. This is a work in progress, and not all Medals have been added yet.
We’ve made several fixes to content found in the Morrowind Chapter, including things surrounding Vvardenfell quests, Battlegrounds, new furnishings, and Halls of Fabrication. We’ve also made several fixes and tweaks to the Warden class.
In the base game, you’ll find that we’ve focused mainly on bug fixes for this patch, though there are a few tweaks to class abilities. We do have some further tweaks and adjustments planned for future PTS patches, and we’ll also continue to monitor all your feedback.
The size of this incremental patch is approximately 430MB.
Since the release of OneTamriel, there have been a few posts on the official forums that discuss the competitiveness of the crafted sets versus all of the new zone and monster sets.
In reviewing these discussions, I’m most in agreement with STEVIL.
While developing thru levels, crafted sets now a filler rather than focus in no small part because of the drops being found scaling over and over…So crafted equip is not “done” or “useless” but it is now IMO less often the centerpiece and more often the extra.

Craft Bags, available to ESO+ members, are an additional inventory section which does not count against your inventory limit, is shared across all characters on the account, and can hold an effectively unlimited number of all basic crafting supplies
Two new Motifs (Thieves’ Guild and Abah’s Watch)
Three new crafted sets (Pelinal’s Aptitude, Varen’s Wall, Kvatch Gladiator)
Alchemy includes a new subcraft, Poison-making
UI updates to reflect addition of poison-making
Enchanting glyphs will no longer have upper level requirement
All harvestable runestones will now provide at least one Essence and Aspect runestone per harvest
Potency runestones now available for purchase from any enchanting vendor
Item Traits have undergone revision to improve the viability and balance of each Trait
The Kagrenac’s Hope set / Battle Resurrection is bugged and has been confirmed by ZOS.
I also experienced this “bug” just after I had crafted my Vr16 Kagrenac’s set and put it on. It seems to be a common link between all of us who have had the issue. We went from VR14 old gear to our new VR16 crafted Kagrenac’s and could tell something was not right…. I believe you may have nailed it, when we change gear it does not apply the [Battle Spirit] buff. Ever since coming across this thread I have swapped gear in an effort to test and because I was paranoid. Little did I know that is most likely what is causing it. The only counter to your theory is that when I crafted my gear in Bangkorai I put the gear on and then zoned into IC, so it may not be when you zone in.
Today, I was sipping on my Fredas Night Infusion after a fine dinner when I heard that my faction’s army had secured most of Cyrodil. I gathered my combat kit and headed off towards the Imperial City. While I was there, I managed to visit the three Imperial City Armories where I confirmed the rumors that three new sets could be crafted.
