The Telvar Merchants allows PVP’ers and PVE’ers who have obtained Telvar Stones in the Imperial City a means to purchase various items.
The General Merchant stocks Consumables, Materials, and Miscellaneous Items. These include Xivkyn Polymorphs, Sigil of Imperial Retreat, Waxed Apothecary’s Parcels, crafting materials (cloth, metal, wood, runes, alliance style stones, and soul gems)

The most significant change is that the Chef and Brewer vendors will sell CP150 green-quality recipes used in Provisioning crafting writs so it is based on the passive rank in Recipe Improvement.
Welcome to The Elder Scrolls Online v2.6.4, featuring One Tamriel! This update opens up the world of Tamriel for you to explore any time, and play with your friends no matter what level you are. Due to the significant changes One Tamriel brings to ESO, we’ve adjusted much of the current content and systems.
In this update, you’ll find that we’ve made Craglorn more solo-friendly, added Normal and Veteran modes for all 4-player dungeons, re-designed the Undaunted Pledge system, and made some fairly sizeable itemization changes and updates – you’ll definitely want to check out all the details below.
In addition to One Tamriel, we’ve also added dueling, Weapon Ultimates, and added new daily quests. We’ve also added 16 new Monster Masks, and raised the Champion Point cap by 30 points. As with previous updates, we’ve also implemented many fixes and improvements to previous DLC game packs and the base game patch. The size for this update is approximately 2.3GB. With the release of Shadows of the Hist, the highest tier writs and Survey Map were tweaked to use only the highest level materials. Unfortunately, the maps were bugged and still rewarded lower tier materials. Fortunately, that issue was patched.
On the positive side, the clothing survey maps saw an upgrade with the inclusion of leather nodes in the form of trapping nodes.
Many crafters agree that there is still room for improvement. Some writs are asking for four or more items to be crafted. These writs are not worth doing as the rewards result in a net loss of materials and little to offset the cost.
Truewavesound posted on the forums their crafting data from last week.
I have been recording the results of my max level crafting writs for the last week in an effort to decide whether I should continue to do them.
Although the sample size was small and assuming the gold items were sold on the market, Truewavesound’s conclusion was that doing the writs were profitable (average of the three professions was about 18,500g profit.)

The Elder Scrolls Online v2.5.6 is our first incremental patch since Update 11 that fixes a number of common issues including groups not forming correctly, hissing audio when using abilities, the Blade of Woe not awarding any experience, Wrothgar Survey Reports containing a mixture of low-level nodes, and more. Please note that after you download this patch, the launcher will still display the version as 2.5.5; this will be updated in the next incremental patch. The size of this patch is approximately 2.3GB.
In patch 2.5.5, equipment writs were changed to use only the top tier refined materials.
When One-Tamriel arrives later this year with its overabundance of top-tier materials available for harvesting, it makes sense to make this change. However, the equipment rewards, in their present form, are “a kick in the stones”: 664g, 1 Intricate / Ornate item, 1 trait item, and a rare chance for a Glass Motif Fragment/ Repair Kit / Survey map that leads to nodes that contain a mix of top-tier and the ones below it.
As it stands now, the opportunity cost of the mats (make more selling as material or crafted goods) have more value than the value of the writ rewards. Unless you have a hoard of mats and looking for source of inspiration points, I wouldn’t recommend doing the equipment writs.

The Shadows of the Hist update to be released later this year will introduce a change to the materials needed to complete the top tier writs.
The top tier of durable Crafting Writs (Blacksmithing, Woodworking, and Clothier) now require only the top tier of material.
