You can get bounty posters from pick pocketing guards.
I have personally picked 5 different wanted posters: Khajiit male, Orc female, Imperial male, Colovian male, Breton male.
If you are wanting to decorate your house with some wanted posters or make a bit of coin, brave the guards and pick their pockets.
There was a question on the forum about how provisioning recipes will drop when OneTamriel goes live. The official answer is
- Recipes in Cyrodiil, the Imperial City, and Dungeons now drop based on your rank in the Recipe Improvement passive.
- In other zones, recipes drop based on your passive rank 75% of the time, and the rest of the time drop the same way they dropped prior to One Tamriel, by zone.
However, since recipes also drop in containers where items are considered “stolen”, would the new mechanic of adjusting the quality of loot based on legerdemain (mentioned at PAXWest 1:41), increase your chance of getting a blue or purple recipe? Hmm…

On today’s ESO live broadcast’s “Ask us anything segment”, Zenimax confirmed that there is a relationship of difficulty to quality of loot. The harder the chest to open, the better the chance of finding better loot!
